Regarding the S&T development, finance plays an important role and it is a decisive factor. Legal documents including current laws and sub-law are said to have partly removed the "bottlenecks", to renew the management and use of state budget and finance for scientific research and developing, innovating, tranfering and take control in technology and gained some positive outcomes.
For example, the ranking of Global Innovation Index (GII) of Vietnam has increased, some big corporations such as Viettel Group, VietNam Oil and Gas Group focused on investing in R&D sector from their rest profit. However, in general, the financial management of S&T still has some shortcomings such as the issue of policy enforcement, public-private partnership cooperation, the effective exploitation on technology innovation funds from the localities authorities , the issue of autonomy and self-command of S&T institutions, the technology transfer from research institutes and universities to enterprises is still limited due to the lack of detailed guidance on the financial mechanism for these activities ...
The speakers and delegates at the seminar also shared some case study and successful lessons on managing financial resources, experiences in attracting financial support and international funding for S&T development from some countries in the world.

At the end of the Seminar, delegates agreed with the opinions: to develop resources for S&T the issue of developing legal documents, policies, regulations, strategies and plans for Financial management on science and technology needs to be closer to the reality, finding international collaborative resources to support scientific research and technological development activities that need to be promoted and compliance with the principles of financial policy and enforcement for S&T policy needs to be improved soon.
