Mr. Juan Zaratiegul Biurrun, representative of the EU delegation in Vietnam delivered the welcome remarks.
EU experts participating in the Training course included Mr. Matteo Guidotti, Project Key Experts, Mr. Mauro Mattavelli Solbiati, Senior Experts, Mr. Federico Benolli, Project Manager. From Vietnam side, were delegates from Ministry of Science and Technology, Ministry of Health, Ministry of Defense, Ministry of Industry and Trade, Ministry of Public Security, National Committee for Search and Rescue and other relevant organizations.
DG Nguyen Tuan Khai, in the opening speech, said, in order to enhance common efforts in mitigating CBRN risks, Vietnam has actively participated in the CBRN CoE Initiative created by EU. As CBRN National Focal Point for Vietnam, VARANS collaborated with relevant ministries, agencies to implement Project 46 titled "Enhancement of CBRN capacities of South East Asia in addressing CBRN risk mitigation concerning CBRN first response, biosafety and biosecurity, awareness raising and legal framework".
He also emphasized, this training course provide a good opportunity for participants to increase knowledge, share experience and exchange information in first response for CBRN incidents. From there, we review our current situation concerning CBRN first response, establish action plan for relevant ministries, agencies and identify role of responders in each organization in prevention, mitigation of and response to such incidents.

The EU CBRN Risk Mitigation Centres of Excellence (CBRN CoE) are an initiative of EU, funded and implemented by the European Commission. The United Nations Interregional Crime and Justice Research Institute (UNICRI) and other relevant International/Regional Organisations and regional experts provide their support to ensure coherent and effective national, regional and international cooperation. The initiative currently involves 59 partner countries across 8 regions of the world among them South-East Asia with its 10 member countries./.
