Speaking at the opening ceremony of the Serminar, Mr. Bui Quy Long - Director of VISTIP has recommended the concepts of innovation, the latest perspectives on current innovation, the conceptual approach as well as the connotation of innovation. According to Mr. Bui Quy Long, currently the International Standardization Organization has issued the ISO - 56000: 2020 on Innovation management. So, public agencies, public organizations as well as the government bodies in Vietnam need to approach and research to keep pace with the trend of innovative management in the world.

At the Serminar, PhD Nguyen Van Dang from the Institute of Sociology - Ho Chi Minh National Academy of Politics and PhD. Bui Thi Ngoc Hien from Hanoi University of Home Affairs shared some information about origins of public administration, public service provision, innovative experiences in public administration and public services; approaching a new model of public administration; the public & private’s linkage in the provision of public services to the people and business community in the world as well as the process of forming, developing and innovation of public service activities in Vietnam in past time.
According to the speakers and participant attending the seminar, Vietnam integrates deeply and widely in all aspects, all fields and is greatly affected by the industrial revolution 4.0. Public administration in general and public service provision in particular are still slow to change compared to the needs of society. Meanwhile, people's living standards and needs are on the rise; Business innovation activities are also growing constantly, so the public sector also needs to innovate more to meet such growing needs.

In the current context, when the administrative system tends to shift from pure state governance to service administration, the goal of administrative reform is to create the most favorable for business activities and investment environment for people and businesses. In the context of investment resources for administrative reform is limited, pressure to attract resources, talents to serve in the public sector and build confidence of the people and businesses with the government agencies. State management, public service providers are a big problem that requires an effective and satisfactory solution. To achieve that goal, all speakers said that innovation in the public sector is an inevitable need and must be done in the most radical and scientific way to achieve the highest efficiency. All innovation activities in the public sector must take service efficiency and satisfaction of people and businesses as a main measure.

Assoc.Prof -PhD Dao Thi Ai Thi – former Vice Rector of S&T Management Trainning Institute ( MTI) assessed that innovation in the public sector is possible, but not easy due to objective and subjective barriers such as point of views about value and attitudes , cultural factors, perceptions, inappropriate behaviors, as well as negative thinking: "un-wanted to change" was pre-existing. So, the terms "dare to step through fear"; "Boldly applying new ideas to leave the old, the outdated" is the good approach and they should be applied accordingly. Innovation must come from people who serve in the public sector, so it must create the best conditions for working conditions and the best income regime for civil servants and public employees to promote creativity.
