Building Industry network and global approach
Reporting the performance and activities of 2018, President Kum Dongwha informed, 2018 is the premise to deploy market survey activities, research, buil the pre-feasibility report of integrated circuit in Viet Nam, evaluate the research situation focusing on information technology and biotechnology serving the operation orientation of VKIST in the upcoming years. Accordingly, VKIST has executed a deposit project of KIST (Korea) about the performance of Science & Technology programs in Vietnam to help build organizational plan for general cooperation Science & Technology programs between two countries in the upcoming time, as well as creating convinience in the process of participating in research projects, national Science & Technology program.
VKIST also collaborated with Vietnam Association of Seafood Exporters and Producers (VASEP), State Agency for Technology Innovation, Korea – Vietnam Incubator Park to deploy the Market survey project about value chain for seafood field in Can Tho City to propose the research direction, phases that need impact to enhance the capacity, increase productivity, raise the quality and efficiency of the product.
An International cooperation project accord to the Protocol with Korea about screening and developing products from Polycias in compliance with international standard to start executing from 2019, according to the cooperation proposal with Traphaco Joint stock company is also proposed by VKIST.
2019 will be an important year to shape VKIST as a research institute and develop with a new development model. The mechanism of VKIST is to become a public research & development institute in compliance with global standard based on the original model of Korea Institute of Science and Technology (KIST).
The objective in 2019, VKIST will build the Industrial network and make a global approach. Accordingly, VKIST will maintain the routine of organizing “VKIST Industrial Forum” twice per year. Signing MOU with domestic partners like Viettel to research 5G components and devices, Vietnam National University, Hanoi Department of Science and Technoloy… VKIST also aiming to promote international relations as with ITRI (Taiwan), IBM (America), Aato University (Finland)…
Soon materialize a specific mechanism for VKIST
Reporting about the recruitment and training issue, President Kum Dongwha mentioned, with the approval from the Institute Council, VKIST has organized the adhoc Committee for recruiting senior personnels including experts from universities, research institutes and enterprises. Based on the report of the Committee, VKIST has built the procedure and criterias for senior research personnels (Principal Investigators - PI) and propose an adequate incentive regime.
Representative of Ministry of Finance also provide some suggestions about the solutions for the incentive for talented people, that is to effectively and utimately utilize Decree no 50/2015/NĐ-CP of the Governmet about establishing Vietnam – Korea Institute of Science and Technology, therein emphasizing that VKIST can apply specific financial mechanism similar to advanced universities established based on the Agreement between Vietnam Government and foreign Government, guaranteed to attract senior scientists that are foreigners, local Vietnamese and Vietnamese that are living abroad to participate in science and technology activities in VKIST. Besides, the Decree no 16/2015/NĐ-CP also regulate the autonomy mechanism of public administrative units.
In the 2019 Implementation Plan, VKIST proposes to build regulations of specific human resource management, from recruitment, management, evaluation, appointments… For these regulations to be systematic and acknowledged in the legal system of Viet Nam, VKIST needs support from relating Ministries and units under MOST.
Ending the meeting, Minister of Science and Technology Chu Ngoc Anh affirmed that MOST determines to work with Ministries, Departments and Divisions to materialize a specific mechanism for VKIST soon. However, according to the Minister, VKIST not just attracts taltented people with the salary system but from the trust, concomitance from big economic organizations, with a completely new administration model of a research institute, concomitance, and high determination of State management agencies… These fundamental values and the self – enhancing value of the scientists when they work for VKIST is the true attraction for them to to work here - Minister emphasized.
